| Level | Possibility of Attack | Illustrative Conditions | |

| Critical | Expected imminently | 1. Specific, hard intelligence of imminent attack. 2. Country or region has ongoing, sustained series of attacks against industry assets or personnel. |

| Severe | Highly likely | Militant or terrorist groups exist with declared intention or plans and capability to attack O&G targets. | |
| Substantial | Strong possibility | Militant or terrorist groups exist with known interest in O&G targets. | |
| Moderate | Possible, but not likely | Militant or terrorist groups may exist in the region but are not active. A random attack cannot be discounted. | |
| Low | Unlikely | No active militant or terrorist groups, no intelligence indicating any threat. |
